Manila Water, MWSS Inaugurate Aglipay Sewage Treatment Plant to Boost Wastewater Management in Metro Manila

Manila Water and Metropolitan Waterworks and Sewerage System (MWSS) mark another milestone in its commitment to sustainable water and wastewater services with the inauguration of the Aglipay Sewage Treatment Plant (STP), a state-of-the-art facility designed to significantly improve water quality in Metro Manila’s waterways.

President Ferdinand R. Marcos Jr. graced the event as guest of honour. Joining him were Mandaluyong Mayor Camelita “Menchie” Abalos, Mandaluyong Lone District Rep. Alexandria “Queenie” Pahati-Gonzales, MWSS Chairman Elpidio Vega Manila, MWSS Administrator Maria Leonor Cleofas and Manila Water President and CEO Roberto R Locsin.

“This project is not just about pipes and concrete—it’s about people. Over 652,000 residents will benefit from cleaner waterways, healthier communities, and a better quality of life. It’s about cities—Mandaluyong, San Juan and Quezon City—thriving with sustainable urban development,” Manila Water President and CEO Locsin said in his welcoming remarks.

This project stands as a shining example of what we can achieve when the public and private sectors work together, not only to deliver world-class sanitation services, but realise a vision of national progress,” MWSS Administrator Cleofas said in her congratulatory message.

The Aglipay STP, located in Mandaluyong City, is part of the Mandaluyong West–San Juan South–Quezon City South Sewerage System. It is built to intercept and treat domestic wastewater from a catchment area of approximately 2,115 hectares, covering portions of Mandaluyong, San Juan and Quezon City. This includes key residential, commercial, and institutional zones such as Wack-Wack Golf and Country Club, La Salle Greenhills, Greenhills Shopping Centre and military installations like Camp Aguinaldo and Camp Crame.

With an initial capacity of 60 million litres per day (MLD), expandable to 120 MLD, the facility will serve an estimated 652,000 residents. Wastewater collected through a 53-kilometre combined sewer-drainage system will undergo full treatment before being discharged into the Pasig River, ensuring compliance with the Department of Environment and Natural Resources’ DAO 2021-19 effluent standards.

The Aglipay STP employs Moving Bed Biofilm Reactor (MBBR) technology, which ensures high treatment efficiency even under fluctuating flows. This advanced process includes biological treatment, dissolved air flotation, ultraviolet disinfection and odour control systems, producing cleaner effluent and minimising environmental impact.

The project, awarded in December 2019 to the Megawide Consortium, represents an investment of PHP3.93 (USD0.066) billion and forms part of Manila Water’s and MWSS’s broader initiative to expand sewerage coverage in the East Zone. The facility began commissioning in August 2025 and is now fully operational.
