Ofwat Opens GBP50 Million Water Breakthrough Challenge to Accelerate Water Sector Innovation
The UK water regulator Ofwat has opened the seventh round of its Water Breakthrough Challenge, offering up to GBP50 million (approximately USD68 million) to support innovative cross-sector collaborations addressing some of the water sector’s most pressing challenges.
The Water Breakthrough Challenge 7 (WBC7) opened on 7 September 2026 and is part of Ofwat’s GBP600 million Water Innovation Fund, which aims to increase the water sector’s capacity to develop and adopt new technologies, processes and ways of working.
The latest competition is seeking ambitious projects that go beyond business-as-usual approaches and can deliver benefits for water customers, society and the environment. Winners are expected to be announced in spring 2027.
Ofwat said the Water Innovation Fund is designed to encourage collaboration between water companies and organisations both within and outside the traditional water sector. Previous competitions have brought together utilities, universities, technology companies, SMEs, charities, community organisations and public-sector bodies.
Since the programme began, Ofwat says it has awarded more than GBP250 million to 143 projects across England and Wales, including projects addressing water efficiency, leakage, environmental monitoring, carbon reduction and resource recovery.
The regulator’s innovation programme is increasingly focused not only on developing new solutions but also on overcoming the barriers that prevent successful innovations from being deployed at scale.
Alongside WBC7, Ofwat is progressing a number of complementary initiatives. These include the Water Efficiency Lab, which supports technologies, data-driven tools and solutions designed to reduce water demand; Water Discovery, which helps innovators develop early-stage solutions; and the Water Innovation Implementation Programme, launched in March 2026 to accelerate the adoption and scaling of proven innovations across the sector.
Ofwat is also planning Water Innovation Missions, which will bring water companies together to identify strategically important sector problems and seek collective solutions. A new Water Innovation Cross-Sector Challenge is intended to develop solutions that can support longer-term systemic change across the water environment.
Focus on collaboration and scalability
Ofwat has identified several key innovation enablers that underpin its competitions, including collaboration, openness, adaptability, innovation risk management, scalability and deployability, and taking a longer-term view of sector challenges.
The approach reflects growing pressure on water utilities to respond to climate change, population growth, environmental requirements and rising expectations for resilient and affordable services.
The regulator’s wider innovation strategy is therefore moving beyond funding individual technology projects towards creating an environment in which successful solutions can be tested, adopted and replicated across the sector.
Ofwat said the current arrangements for the Water Innovation Fund will continue following the Independent Water Commission’s review and subsequent UK Government decisions on future regulation.
The Water Innovation Fund is led by Ofwat and delivered by Challenge Works, in partnership with Arup and Isle Utilities, with ICF leading independent evaluation of the fund.
