Veolia Wins Contract for Wastewater Sludge Composting Facility in Kisarazu City, Japan

Contributing to the circular economy while minimising carbon emissions 
Working towards 100% local use through high quality and safety standards

The Kisarazu Local Circularity Alliance JV led by Mishihara Environment Co., Ltd., a member of the Veolia Japan Group, has been awarded a contract for the construction and operation of a wastewater sludge composting facility in Kisarazu City, Chiba Prefecture. The composting facility is scheduled to be completed by the end of March 2027 and operated for 20 years until March 2047. 

Using Veolia’s global experience and technological know-how, the facility will convert all dewatered sludge from the city’s wastewater treatment plant into compost. Through a partnership with a fertilizer company, the JV will co-develop a “Kisarazu Fertilizer” brand of high safety and quality standards, encouraging circular use of resources at the regional level. The valorization of wastewater sludge as a resource promotes national self-sufficiency in agricultural nutrients and the creation of short food supply chains. Furthermore, the facility will reduce its carbon footprint thanks to over 130,000kWh of solar power generated on site.

The JV, which is composed of six companies, including Veolia Japan Group member Veolia Jenets, will work closely with local partners to close the loop on local organic resources. This initiative fits into the city’s broader strategic plan, “Organic City Kisarazu”, which aims to build a sustainable future rooted in the harmony between humans and the natural world. Through this project, Veolia hopes to contribute positively to achieving this goal and is fully in line with its strategic plan GreenUp, which aims to depollute, decarbonise and regenerate resources.
